A Simple Scheme
Let Vineet validate that Vijay is “eligible” to vote (Validator).
Let Chitra count the votes (Tallier).
Vijay sends to Vineet his vote and his voter I.D.
Vineet checks his I.D. and also that its Vijay’s first vote.
Vineet removes his I.D. from the vote and sends it to Chitra.
Chitra records it and adds to the election tally.
