Why are ACM Digital Library links the default? hide answer
There are many reasons: The ACM DL is the archival location for papers
published in ACM journals and conferences. ACM is the copyright
holder and ACM prefers links to point to the DL. The DL has useful
information like reverse citations. It also counts downloads. Each
SIG (special-interest group) gets some money based on how many times
papers from the conferences it sponsors are downloaded, so downloading
the papers from the DL helps SIGPLAN.
On the other hand, not everyone has ubiquitous DL access, so all the
papers are also available for free for everyone by choosing, "All
Links Hosted by Dan."

Pretty much because Dan wrote this page as a way to learn PHP, and the result seemed marginally useful
